SUMMARY: NO PAPER BALLOTS OR MEANINGFUL RECOUNTS FOR YOU! Delays – indefinitely –  implementation of the Voter Confidence Act – verifiable paper ballots and all – once again! This bill “removes the mandate that precinct-based optical scanner voting systems be in place no later than the general election of 2012.”

May 12, 2011 – Senate passed.
May 5, 2011 – House passed with amendment 1.
May 16, 2011 – Sent to governor.


  • Fair and accurate elections are fundamental to our democracy and that all Tennesseans deserve fair and accurate elections. Please give them to us as soon as possible.
  • By replacing the paperless electronic touch-screen voting machines we use now with paper ballots counted by optical scan readers, you would be giving us elections that could be monitored, recounted, and audited – in other words, fair and accurate.
  • Voting on paper ballots is important because the paper ballot becomes the ballot of record in case of a recount. (The electronic voting systems we have now only have one mechanism in place for a recount – press the same button again and get a repeat of the exact same totals you got before).
  • Mandatory random post-election audits are also important because they insure that the Optical Scan machines are functioning properly)

NO PAPER BALLOTS OR MEANINGFUL RECOUNTS FOR YOU!: Repeals the Tennessee Voter Confidence Act – verifiable paper ballots and all! Doesn’t look like this one is moving but it doesn’t matter, if HB 0386 passes then the TN Voter Confidence Act will effectively be repealed.
